Devil's Kettle is the main stage: the flooded streets, the abandoned storefronts, the diner that somehow still has power, the shelter at the old high school where the stragglers gathered. Most threads set in the physical world belong here.
The town has a particular atmosphere right now — that specific post-disaster quiet where normal social rules have loosened and the usual boundaries between strangers have dissolved. People are sharing space with people they'd never otherwise speak to. The Princes find this useful. The vessels find it disorienting.
Arc I covers the arrival, the first convergence, and the early tasks. Arc II escalates outward — the Archangel bounty hunters, the Gate restoration, the assassin. Arc III is the endgame: Find Lucifer, and decide what to do with him when you do.
